I was wondering that myself. Three ideas: Maybe that photo was taken in the U.S. during a ferry flight stop over, a bomber that was damaged and continued on the the Soviet Union, or one that was on some kind of long range mission where it landed in U.S.S.R. then returned to base after rearming and refueling?
