Thanks. It is very interesting but I would like to point out the document deals only with the Japanese Army.

Actually the Army and the Navy had been powerful political bodies within Japanese government rather than defence forces and are quite diffferent and independent each other. It was like having two big and competing companies, both spend a lot of resources, and a naive coordinating ofiice (the cabinet and the diet houses) under one thin roof which nobody knew what or who supported it.

It is very ambigulous who decided and led the things even in the midst of the war and I understand the only one clear and political decision made directly by the Emperor himself was to terminate the fighting and accepting a surrender.

Other previous high level governmental directives had all been made up by the responsible branches and just confimed by the Emperor as per the pre-war period's constitution instructed.
