The statement would make Bahrain the first Arab nation in the Persian Gulf to claim that Iran is attempting to deceive world leaders in relation to its nuclear aspirations.

Who says the other nay saying nations don't believe it?

Most of the rest of the world views this as an Iran vs. Israel and the U.S. conflict. Sanctions and other pressure along with Iran pushing back disrupts markets. As a result, most of the rest of the world stands by silently.

Nations like China and Russia, on the other hand, as new contenders to rival the U.S. in economic and military influence, see it as an opportunity to exert leverage against us to exact concessions on issues they are concerned about.

Most other nations outside of the USA, Israel and Western Europe have not condemned Iran, that is what I mean.
