| The Kaiser in 1913 was not a dictator. Until after WW1 Hitler was like a monarchy no different than the British monarchy. Until after WW1 it was led by the Kaiser which translates to Emporer. After WW1, Germany became a failing democtratic system and then Hitler came along. Hitler being the frist German Dictator....
