Country: | Yep! I hope the FAA throws the book at him - running out of fuel is a violation, not clearing you're runway is a violation of brain capacity!
The FARs are clear - you must land with 30 minutes of reserve fuel. Who I really feel bad for are his passengers. It's one thing to die becuase of self-induced stupidity, it's another thing when you make other people die because of your own stupidity!!!
