Country:  | You'll need a paint program to do that. I us paintshop pro, but I think you can do it in MSPaint as well (at least in Vista). You'll have load it in Paint (it's in any Windows system), and press the keys <ctrl>+W together. You can give the size in % of the original. Don't forget to save in a new file.
