Yes Russia is a threat, mostly because they are cash strapped and might be willing to sell nuclear, chemical or biological weapons to middle eastern extremist prics on the black market. Also because there own security is questionable.

Country: | Are the Russians really able to keep there own military, nuclear, etc. stockpiles safe from theft, terrorism, etc...? I dont think that there situation is very secure. Besides all this they are also cash strapped and money hungry. They will secretly sell anything. A rogue general trying to make a quick million would easily sell a warhead or 2.

The START II and ABM have collapsed, and Russia is rebuilding it's tactical and strategic nuclear arsenal to more sophisticated levels. The anti-test treaty is null and void with the development of computer technology that can compute a nuclear explosion to pinpoint accuracy, albeit it does take three months to do so. You will see nuclear explosions that make all others look like a drop in the ocean ...only these would be more surprinsing because they would have never been tested except on some nerds computer in Moscow.
