On December 17th, 2002, an Investigation on Teenage Prostitution (12 - 17 years old) made by the police department of Québec City was ended.
Peoples of both sides ("customers" and pimps that were members of the street gang called "Wolf Pack") were put under arrest in two waves. (The first wave was made on December 17th and the second wave was made a week later.) 17 pimps and 16 "customers" were arrested.
Famous peoples close to the Québec City's mayor, Jean-Paul Lallier were arrested. (Like Robert Gillet (58 years old), famous "morning-man" at the radio station CJMF 93.3 and a pharmacist named Jacques Racine.)
Rumors goes as the "Sûreté de Québec" (Québec Provincial police) transferred the investigation to the Québec City police department in order to limit the number of "famous poeples" getting arrested.
Like if that was not enough, there has been politic interference. How do I know that ? Québec investigators had a clearence for 60 days of "phone spying". The clearence was mysteriously revoked after 30 days.
Worst, famous humorists and politicians were named in Court as being "customers", but were never charged.
A lot of other weird things like Lisanne Bellemar (daughter of ex-provincial Minister of Justice (he was minister in that time) Marc Bellemar) was a stripper in a club owned by criminal bikers and she was linked to the Wolf Pack.
Now, Marc Bellemar (the same as above) let down provincial politic and wish to become mayor of Québec City.
Today, July 19 2005, the last of many lawsuits ended. Here are the punishments...
"Wolf Pack" (The pimps who were (by the way) most of them are Blacks or Arabs) got between a Conditional Discharge and 6 years of prison. Some may even face deportation.
Now, look at the customers...
Robert Gillet got 40 hours of Community Work. He was charged of :
- 1 charge of : Buy sexual services of a teen (over the age of 14 ( but under 18 )) (Juged guilty)
- 1 charge of : Buy sexual services of a teen (over the age of 14) (juged non-guilty)
- 1 charge of : Rape of a teen (over the age of 14) (Juged non-guilty)
Jacques Racine got 65 hours of Community Work plus 3500$ ticket. He was charged of :
- 4 charges of : Buy sexual services of a teen (over the age of 14) (Pledged guilty)
- A few charges of : Narcotic reselling (Charge abandoned after he pledged guilty to the charges above).
I've attached the Police Report. It's in French, but there is a table of the sentences at the end. Unfortunately, it is not up-to-date.
I'm starting to beleive that the lone way we will be able to obtain a true justice and freedom will be to overthrow all that God damned supposed-to-be democracy and build up a true democracy. Like Americans did... in a way.
No country ever got freedom and justice by standing by. Aux armes, citoyens ! Let show them that we want these assholes out ! |

Country: | There is worst !
The victims (the teenage prostitutes) were forced by their pimp to f*ck those rich f*ckers because of drug debts or simply because they were in love with their pimp. (That's an other way they used to attract them. The girls fell in love with them and they were ready to do anything for their pimp.)
Those girls did the most hardcore/ ing things. Three-somes, four-somes, orgies, golden showers, got crapped on, got beaten up, in some cases got raped... And so on.
While waiting for their lawsuits, many pimps were freed (like most "customers"). Like the girls were in danger (some of them received threatening calls) the judge ordered them to be put into a center for young delinquent. And they had to pay a rent !
I'm not kidding. |

Country: | Yes, the wheels of Canadian justice often work in mysterious, stupid ways.
It's not just Québec, man. In fact, what you're describing sounds a lot like something that might happen around these parts too. Paying rent...Jesus, what a system. |

Country: | You're right NS.
And they didn't stopped anything, there is still teenage prostitution in Québec.
Other teenage prostitution "nets" were found in Montréal and in Ontario. But I think Ontarian Police Corps did the job a little better than in Québec. |

Country: | The OPP and the Ontario legislature are under a bit more scrutiny because of the Paul Bernardo case. Ever since that, they've been on top of sex crime like flies on ****. Sad that it took two brutal rape/murders to get them going like that. |

Country: | I personally think that child rape (which to me is child prostition also) should be punished with death. A childs innocence should never be taken and the sick ****s who do it should pay the ultimate price.

Country: | I dont know but its stupid. I just think that death penelties are carried out wrong and they should be done as soon as the sentencing and not 20 years later. It costs too much tax payers money to wait that long.
