Bar on top wing of PT-17?

Recently went the the Minnesota CAF wings open house and they had a Boeing PT-17 on the Tarmac. It had a "bar" for lack of a better description on the top wing, right down the centerline next to the fuel cap. Was wondering if anyone know what purpose this served?
Attached picture is not the same aircraft I saw, but clearly shows this black bar next to the fuel cap.

A 2006 study found that the average American walks about 900 miles a year. Another study found that Americans drink an average of 22 gallons of beer a year. That means, on average, Americans get about 41 miles per gallon.
