I am very surprised at the level of "Public" destruction. Fireworks and explosions are wonderful things. The occasional injury, severe or otherwise are the price you pay for doing spupit stront. Darwin award level! Children who don't know better have to be protected but adults should be allowed to make choices even stupid ones but at the same time be held legally responsible for any and all destruction their stupidity caused to others.
Fireworks are legal here in Arkansas but there are times when weather, winds/drought, have imposed there own ban. Illinois has a ban on all fireworks with the result that surrounding states make a financial windfall on selling them all along the statelines. In our old neighborhood in Illinois the 4th of July sounded like a war zone and illegal fireworks were being sold out of car trunks all over the city.
