The blast of the bomb was probably used to ignite the small caliber rounds to increase the amount of shrapnells.

Sometimes one has to be creative... my grandma told me that Russians bombed her village with rocks in 1940

Highly possible, early aviators were quite imaginative with their weaponry.

Russian rock-bombing was the result of highly bureaucratic approach in the Red Army. The Squadron commanders had to make the bombing runs, at the same time their supplying wasn't working. The pilots couldn't go back to base without reporting a successful mission, so when they couldn't find their target city they bombed the countryside randomly.
