WW2 Japanese dog tag translation

Just very curious if anyone could help with translating this dog tag, I was able to find out some information, but connot find anything as far as the first column goes (right side), the back side is blank, any help or information/ history about this tag would be great!

Thank you very much! I am assuming by just this Number 127, I would have no luck finding out who this tag belonged to? And is their any way from this information I can find out what Division, Regiment or history of his Unit?
