WW2 Japanese flag translation, could someone please help me out !?

Words can be read almost like these -

1 祈武運長久 We pray for your good fortune in battle

2 大高禪澄 (For) Ootaka, Zencho

3 大崎警察署長 手柴佐八 Chief of Osaki Police Station Teshiba, Sahachi

4 井口警部 Captain Iguchi

5 平山部長 Director Hirayama

6 仲田安壽 Nakada, Yasuhisa

7 平山正 Hirayama, Tadashi

8 岩根為一 Iwane, Tameichi

9 渡邊閑治 Watanabe, Kanji

10 星野藤三郎 Hoshino, Touzaburo

etc.

Mr. Teshiba, Sahachi in the palace in 1971.
The name Ootaka, Zencho is found in some monk lists of the 1970s.

Ootaka, Zencho is a very rare name for a monk.
I believe that he came home alive. His flag would have been confiscated by the allies.

Mr. Ootaka, Zencho as a member of Nagara-town history research group in 1977.
